UPI Payments Up to ₹2,000 to Remain Free: What the New Government Rule Means

For millions of Indians, UPI has become one of the easiest ways to pay for everyday purchases. Whether it is buying groceries, paying a restaurant bill or sending money, UPI has made digital payments quick and convenient.

Now, the government has clarified that UPI transactions of up to ₹2,000 will not attract bank or payment service charges. The same protection also applies to payments made using RuPay debit cards.

The Finance Ministry has notified that banks and payment system providers cannot impose direct or indirect charges on UPI transactions up to ₹2,000. This means customers and merchants will not have to pay a separate fee for eligible transactions within this limit.

The decision comes after recent changes to payment-related laws had raised questions about whether UPI charges could be introduced in the future.

Finance Minister Nirmala Sitharaman has previously stressed that UPI should remain affordable for users. The latest notification provides specific protection for transactions up to ₹2,000.

What about payments above ₹2,000?

This is where things become more important.

The government has protected transactions up to ₹2,000 from charges, but the new framework leaves room for a different treatment of higher-value transactions. However, this does not mean that customers will automatically be charged for every UPI payment above ₹2,000. The exact rules and charges for larger transactions are still subject to the applicable framework.

There is also an important distinction between different types of UPI payments. For example, recent rules concerning prepaid payment instruments such as wallets can involve merchant charges on certain transactions above ₹2,000, while regular bank-account-to-bank-account UPI payments continue to remain free.

What does this mean for everyday users?

For most people using UPI for small daily purchases, there is no immediate reason to worry about additional charges. Payments of up to ₹2,000 remain protected from bank and payment-provider fees.

The announcement also reinforces the government’s push to keep digital payments accessible while creating a framework that could support the long-term sustainability of India’s rapidly growing digital payments ecosystem.

For now, the simple takeaway is: UPI payments up to ₹2,000 remain free, while the rules around higher-value transactions are evolving.
