In light of the deteriorating air quality in Delhi-NCR, the Commission for Air Quality Management (CAQM) has announced the implementation of Stage IV of the Graded Response Action Plan (GRAP) starting today.
The decision to implement Stage IV was made after the sub-committee reviewed the worsening air quality and weather forecasts from the IMD and IITM. Earlier, the sub-committee had already introduced Stages I, II, and III on October 14, October 21, and November 14 to try to reduce pollution levels in Delhi-NCR.
AQI in Delhi
Delhi’s daily average Air Quality Index (AQI) surged to 441 by 4 PM on Sunday and increased further to 457 by 7 PM, as per data from the Central Pollution Control Board (CPCB).
To prevent further worsening of the air quality, the Centre’s air quality panel has enforced stricter pollution control measures in Delhi-NCR under Stage 4 of the Graded Response Action Plan (GRAP).
GRAP Measures
Here’s what is banned and what is not under the Stage IV GRAP measures:
- Physical classes are suspended for all students except those in Class 10 and 12.
- Entry of trucks into Delhi is prohibited, except for those carrying essential goods or providing essential services. However, LNG/CNG/Electric/BS-VI Diesel trucks are still allowed.
- Light Commercial Vehicles (LCVs) registered outside Delhi, except EVs, CNG, or BS-VI diesel, cannot enter the city unless they are carrying essential goods or providing necessary services.
- Medium and heavy goods vehicles running on BS-IV and below diesel registered in Delhi are banned, except for those involved in essential services.
- NCR state governments and the Delhi government (GNCTD) may allow 50% of employees in government, municipal, and private offices to work from home.
- The state government can consider emergency measures like closing colleges, halting non-essential commercial activities, or using an odd-even vehicle registration system.
- The Central Government has the power to decide whether its employees should work from home.
People are urged to follow the guidelines to support GRAP measures for improving air quality. Vulnerable groups, including children, the elderly, and those with chronic health conditions, are advised to stay indoors and avoid outdoor activities.
